SPEAKER

Vaughn Park introduces our Speaker
Vaughn Park introduced our speaker Hal Miller, Chairman of the Provo City Council.  He talked about the low voter participation in Utah and some ideas to reverse this disturbing trend.  He talked about an initiative in Provo City to create a Neighborhood Plan for each of the City's 32 neighborhoods.  It will be an attempt to have each neighborhood develope a vision of what their neighborhood should look like and what it should contain demographically.  The 32 neighborhood plans are to roll-up into a City wide master plan.  This initiative is to be completed in 2016.

He also talked about the idea of having a people's lobby in the City.  The lobby would contain one randomly selected representative from each neighborhood.  This group would then communicate electronically and select one issue to work on legislatively for the City each year.  As a group they would study, deliberate and draft legislation to deal with the issue.  This concept may be tried here in Provo if there can be enough interest generated in it.
